Forms Ohio allows
The Division of Cannabis Control authorizes a long list of forms for medical patients:
- Oral: capsules, pills, tablets, drops, oils, edibles and cannabis beverages.
- Topical: salves, ointments, lotions and topical sprays.
- Transdermal patches and inhalers.
- Sublingual or oromucosal: lozenges, oral pouches, oral strips, oral sprays and tinctures.
- Rectal suppositories.
- Seeds, live plants, clones, plant material and extracts.
Since SB 56 took effect on March 20, 2026, THC is capped at 35% for plant material and 70% for extracts, and edibles must stay in their original packaging when not in use.
Smoking: no. Vaping: only at home or on a farm
ORC 3796.06(C)(1) is short: "The smoking or combustion of medical marijuana is prohibited." Buying plant material is allowed. Burning it is not.
Vaporizing is allowed, but only on private property used mainly for residential or agricultural purposes. Not in a car, not at a park, not at work. Patients under 18 may not vaporize at all.
Why can adults buying adult-use cannabis smoke on private property while patients cannot? Because the two sets of rules are written differently. Our guide to whether Ohio patients can smoke works through that carefully.
Need the recommendation part done?
In Ohio the physician starts your Registry file, so the visit comes first. Online evaluations are available for Ohio residents, and code DRWDY85872 takes 5% off. Registration itself is free.
Start my Ohio evaluation →The Pennsylvania line
Youngstown sits in the Mahoning Valley close to the Pennsylvania border. The DCC's position is simple: cannabis bought in another state cannot be brought into Ohio. We found no official source showing any reciprocity agreement in effect, and Ohio registration requires Ohio residency, so a Pennsylvania resident cannot register here. Taking Ohio product out of state is a question for the other state's law. The travel section of our Ohio patient rules has more.
Getting registered in Mahoning or Trumbull County
Youngstown is the seat of Mahoning County, and part of the city lies in Trumbull County. Either way, the steps are statewide: a physician with a Certificate to Recommend enters your recommendation, in person or by video, and you activate in the Registry for $0. Bring an Ohio BMV license or ID, or another accepted ID plus two documents with your Ohio street address.
Buying locally
Find licensed stores on the DCC's official dispensary map. Patients may buy up to 2.5 oz of plant material or 15,000 mg of total THC in other products per day, and up to four days' worth at once. Our dispensary guide covers the first visit.
Elsewhere in Northeast Ohio
West of the valley, the Canton guide is written for caregivers, and the Akron guide covers renewal timing.
Pick your form before your visit
If you have only ever smoked, think about which allowed form fits your routine and where you live, then raise it with your physician. That conversation goes better when you know the rules going in.
